I idle at 10 mph and will have to brake all the way down the pier I guess. I don't know if there is a speedometer that shows 5 mph, but I would think it is hard to tell between 0 and 10 mph, the speed you are actually going. I would bet that tickets are not given for someone doing 10, but who knows? I won't have to slow down for the speed bumps. I have been going really slow anyway because of the kids, but don't think it was 5mph. P.S. I had to go look and see what my speedometer shows. I have a line at 0 and then the first mark is at 10 with a little space in between. So there is no way to know where 5 actually is.
