Im currious what this “annual educational requirment” may entail.
Most every large game around will take a hunk of cut bait, no? How do they determine your targeting sharks? Most cases i am using a steel leader and would encourage a shark to bite but would be perfectly happy to land some other large but not so toothy critter.

During the past month I have caught two sharks by accident while fishing for other species. so how is that covered?
