According to what I read in my new copy of the Saltwater Edition of Florida Fishing Regs if one is not required to buy a license, then the only permit required is for Tarpon. Then the Florida Resident pier or surf fishermen do not need a permit for snook. Is my interpretation of this correct ? The passage reads as follows.
You do not need a license if you are: A Florida resident saltwater fishing for recreational purposes from land or a structure fixed to the land--a pier, bridge, dock, floating dock, jetty or similar structure.
Highlighted in yellow below the list of license fees it reads: If you are not required to buy a license, you are not required to buy permits (except Tarpon).

yes....i would think so.....a stamp or permit is just an addition to your license. call the fwc hotline and ask them, rarely in life can you get by with the excuse of ..."but the messageboard said it was ok". better to be safe than have something like that on your record.

this is the way it works
like you said if you fishing from land ,or anything attached to land you do not need the license if you are a Florida resident .
but in order to get the tarpon tag you need the license to go with it .
but just to cover my a@@ i buy them every year , cuz ya never know what one fwc officer is going to do from the next one , one says its ok the other says you cant do it . so i buy it every year and it helps the fishes out too

heres an example these are proposed rules for times to come and this IS off the fwc site . and rember this is going to be comeing very soon if its passed .....
LICENSING ISSUES • Number of new residents targeting snook • Require snook permits of all who angle for snook no matter their age or shore/wade/pier • License everyone • Land based exemptions • Require license for shore/structure fishing unless on welfare • No exemptions for fisherman (few exceptions) • Law enforcement is not connect so not well funded • Assess a reasonable snook fee with split of proceeds to hatchery and habitat enhancement • Raise price of snook stamp [permit] • Failure to estimate actual users of fishery • Too low a value on snook permit • Change snook permit fee-make it higher ($20.00 year)

True it is stated in the manual that anyone not required to have licenses or permits may still buy them to help fund the FGWC. Painter
