They're basically extortionists, who are only concerned with making a profit.

The sad part of this story is that it is legal. Being a surveyor in Pasco County for over 26 years, I have seen a lot of parcels that were not included in the original unrecorded type subdivision become basically abandoned when the owner died and no one in his or her family wanted to keep up with the taxes.
These strips of land are usually considered worthless as you can't build on them, the adjacent owners have the option of picking them up for pennies, but figure their using them for free, so why pay for it. Well until now, no one else has exploited this avenue. It was only a matter of time.
Current law requires that, when subdividing a parcel of land, you cannot leave a sub-standard or portion of your property that can't be developed under the current zoning or property use designation. Unfortunately, in the 60's and 70's land was divided into "unrecorded subdivisions" and the County could not control the chopping up and leaving these useless areas of land.
A word of warning, these areas are all over. Look around you, do you have a strip of land next to you that no one knows who still owns it, a driveway that comes off of a road that you think may belong to the original owner who has let you pass through, even though you don't actually have a right-of-way.
I will go out on a limb here, and say that these people are just getting started. Big business don't give a squat where or how they get their money or who they step on while doing it.
