Would you re-grip a damaged fishing rod handle grip or just use it as-is?

You can use Winn Grip, it's like a padded tape for fishing rods. If it was and expensive rod that I enjoyed using i'd have it re-gripped. If not I'd go the Winn Grip route.

What type of grip is it? If its cork you can fix with some sandable wood putty.
Having a shop replace an Eva foam grip (or something like it) can cost a pretty penny. If its the upper grip you have to remove the reel seat etc.
Bass pro and other shops sell a nice handle wrap as well as a heat shrink version. You can use bicycle hand wrap as well.

It's foam. I am considering cutting it off and replacing it with wrap.

If the blank is large enough in diameter, say at least 3/4" or so, I've seen some neat repairs using Paracord with a heat-shrink tube on top. The para enlarges the grip area and the heat-shrink tube locks it all down nice and tight. Can be done without removing guides or reel seats, usually.
