Must ask the questions:
spinning, level wind, conventional?
What size?
For what kind of fishing?

You can get good deals on the Daiwa BG series on Amazon if you keep checking the prices. I picked up a BG5000 for $92 delivered. Will hold 360 yards of 50lb braid and has max drag of 22lbs. Will hold 310 yards of 65lb braid. I also know there is at least one site (neusesportshop.com) where you can pick up a Penn Conflict 6000 for $75 and that has 25lb max drag and holds 335 yards of 50lb braid.

Spinning, strong enough to fish for grouper off the pier Because you need line capacity of heavy line and something robust enough for larger fish you'll need something in the 5000 series or larger. But if the rod is not meant for a reel of that size it could be off balance. I'm partial to Penn equipment. Every single reel and most rods for three generations are still with me and in use. Others on this forum will suggest other makes. They have experience with them, so I would trust their suggestions as well. You can usually find these for under MSRP if you search hard enough. My suggestions are: Penn Force II 6000 (MODEL # FRCII6000) - MSRP $79.95 Penn Battle II 6000 (MODEL # BTLII6000 ) - MSRP $119.95 If you like the option of a bait keeper feature: Penn Force II Live Liner 6000 - MSRP $99.95 I have several Battle reels of different sizes and they are great. I also have one 4000 series Force and that does great also. They both run smooth and function without any hiccups.

I'm a Penn and Okuma guy myself. Penn is one of the best value per dollar and Okuma provides a lot of options for a value price but not their lower end stuff isn't built as well as some of the Penn, Shamano and Diawa. Okuma provides some products that have some cool features between the $50-$80 price range.
Penn FRCII8000LL Fierce II Live Liner Spinning Reel is one of the best per value. $109.00 is just a little over your budget but I don't think you'll be able to get anything better for the price. A step down but a little less quality would be the Okuma Avenger ABF 90, around $70.00. This is just my opinion. You'll want something with a high drag capability so you can yank it out from the rocks... this is what I've been told... I haven't hooked one myself yet so maybe better advice from some of the vets.

Thanks everyone for the suggestions. Lookning at the Penn Fierce ll and might consider going a little over budget. You could go with the 6000 series to come in closer to your budget... There are two models of the Penn Fierce II, the regular and live liner model. If you order online make sure you get the right one.

Is the live linner option preferable when fishing for grouper? Also what is the line capacity for the 6000.

Is the live linner option preferable when fishing for grouper? Also what is the line capacity for the 6000. FRCII6000LL = 40 lbs braid @ 390 yards / 20 lbs max drag That should be plenty of line for the pier. The benefit of the live liner feature is that you can set the live liner drag to a light setting so your bait can swing off freely. Once you feel the fish take the bait you can close the live liner lever and the reel switches to your front end drag which you'll want pretty much on the close position. It's not a must have feature but really does make it more convenient and is a great feature to have when bottom fishing offshore instead of doing the leaving the bail open technique.

If you need more drag check out the fin-nor lethal LT80. Just under $100, it has 40 lb of drag and can hold 275 yds of 65 braid.

I agree with the fin nor lethal series of reels. I have the LT80 and it has held up very well against large sharks, large jacks, and Cobia.
